REGULATIONS ON MEMBERSHIP IN THE "HARM REDUCTION NGOs COALITION "OUTREACH"
1. GENERAL PART ABOUT MEMBERSHIP IN THE "OUTREACH" COALITION
The purpose of the Coalition (hereinafter referred to as the Coalition) is to continue and maintain comprehensive HIV prevention programs among people who use drugs (“harm reduction” programs), advocate and implement international standards and evidence-based methods of helping people who use drugs (hereinafter referred to as PWUD), in Eastern Europe and the Russian Federation.
To achieve this goal, the coalition seeks:
To promote the mobilization of resources from the government, donor organizations, the business sector, communities and the entire civil society in order to develop and implement effective methods of HIV prevention among PWUD, in Eastern Europe and the Russian Federation.
To support capacity-building of programs aimed at preserving the health and lives of PWUD, including prevention and treatment of HIV, tuberculosis, viral hepatitis, and promote effective and evidence-based methods of work, contributing to the care of human rights in Eastern Europe and the Russian Federation.
To support and advocate for evidence-based programs aimed at reducing social, legal and institutional barriers to access to prevention and treatment of HIV, tuberculosis, viral hepatitis among PWUD, in Eastern Europe and the Russian Federation.
To exchange best practices in the field of prevention of HIV infection, tuberculosis, viral hepatitis between nongovernmental organizations of the Russian Federation and the member states of the European Union (hereinafter - the EU).
The Coalition's expertise covers a wide range of issues related to comprehensive prevention of HIV infection, tuberculosis, viral hepatitis among PWUD, and is accumulated thanks to the organizations, initiative groups with a verified composition of participants and individuals who specialize in this area.
All activities and programs are implemented by the Coalition in close cooperation with its members, if necessary with the involvement of national networks of PWUD communities and leading regional and international networks of drug users and harm reduction organizations.
The Outreach Coalition is a membership-based organization. In order to become a member of the Coalition, you do not need to pay a membership fee, however, interested organizations, initiative groups and individuals must be committed to the principles and approaches of harm reduction; respect and follow the regulations and decisions of the governing bodies, including its internal acts, adopted by the governing bodies; comply with the Charter of the Coalition and decisions made at the General Meeting of the Coalition.
The Coalition is open to new members - organizations, initiative groups and individuals from the Russian Federation and EU member states.
2. CRITERIA FOR MEMBERSHIP IN THE "OUTREACH" COALITION
2.1. Any individuals and legal entities, as well as initiative groups with a verifiable composition of participants, working in the field of prevention of HIV infection, tuberculosis, viral hepatitis among PWUD, in the territory of the Russian Federation, Eastern Europe and EU member states can become members of the Coalition, who agree on the goals of the Coalition, and also agree to act in accordance with the Charter of the Coalition and the decisions and regulations of the governing bodies adopted at the General Meeting, including its internal acts adopted by the governing bodies of the Coalition.
2.2. An individual who has reached the age of 21 and has at least 3 years of proven experience in advocacy, human rights work, interaction with government authorities, private and institutional donors, development and implementation of harm reduction programs, including programs in the field of HIV infection, tuberculosis, viral hepatitis among people who use drugs in the Russian Federation, Eastern Europe and / or EU member states, can become a member of the Coalition. 2.3. A legal entity with at least 2 years (within the last 5 years) of proven experience in advocacy, human rights protection, interactions with government authorities, private and institutional donors, development and implementation of harm reduction programs, including programs on prevention of HIV infection, tuberculosis, viral hepatitis among people who use drugs in the Russian Federation, Eastern Europe and / or EU member states, can become a member of the Coalition. 2.4. An initiative group with a verifiable composition of participants, having at least 2 years (within the last 5 years) verified experience in advocacy, human rights protection, interactions with public authorities, private and institutional donors, development and implementation of programs in the field of harm reduction, including programs for the prevention of HIV infection, tuberculosis, viral hepatitis among people who use drugs in the Russian Federation, Eastern Europe and / or EU member states, can become a member of the Coalition. 2.5. The distribution of the members of the Coalition is carried out as follows: 70% of members are non-profit organizations, 20% of members are individuals, 10% are initiative groups.
3. PROCEDURE FOR SUBMITTING AN APPLICATION AND REGISTRATION OF MEMBERSHIP IN THE "OUTREACH" COALITION
3.1. An organization, initiative group or individual wishing to become a member of the Coalition must submit to the Management board a written application (by e-mail) with a personal signature (stamp of a legal entity), completed in the prescribed form, as well as a free-form motivation letter and a signed document of consent with the principles of the Coalition.
3.2. The Management Board brings the application to the attention of the General Meeting. The General Meeting at the meeting nearest after the day of receipt of the application makes a decision on the acceptance or refusal of membership in the organization and notifies the applicant of the decision.
3.3. Each member of the Coalition can leave the ranks of the Coalition on the basis of a written application with a personal signature (stamp of a legal entity).
3.4. The Management Board may exclude from the Coalition a member whose activity it considers to be contrary to the purpose of the Coalition or ignoring the Charter of the Coalition, and who by his actions damages the name or reputation of the Coalition.
3.5. The Management Board shall immediately inform the member about the decision taken and the reasons for this decision.
3.6. The excluded member has the right to raise the issue of considering this situation in the form of a challenge at the General Meeting, during which the members of the General Meeting resolve this challenge and make the final decision on the decision to exclude the member and the challenge itself.
3.7. Applications for membership are reviewed once a year. The maximum number of new members admitted is no more than two in one review.
4. RIGHTS AND OBLIGATIONS OF THE MEMBERS OF THE COALITION
4.1. Members of the Coalition have the right to:
take part in all events organized by the Coalition;
take the floor and take part in voting at the General Meeting;
receive information on the activities of the Coalition;
withdraw from the ranks of the Coalition on the basis of a written notification;
be elected to the governing bodies of the Coalition.
4.2. Coalition members are obliged to:
recognize the goals of the Coalition, follow the Charter and decisions made at the General Meeting when participating in the activities of the Coalition;
communicate their current contact details to the Management Board for the correct record keeping of the Coalition members;
The Coalition does not divide its property, income, material assistance or monetary benefits between its founders, members, members of the Governing Board, between people who have made donations, or between persons associated with the above persons.
5. CONFLICT OF INTEREST
A member of the governing body of the Coalition does not take part in making decisions on issues in which he has a conflict of interest.
If there are conflicts of interest, members of the governing bodies of the Coalition undertake to immediately submit a statement of conflicts of interest to the Management Board and the General Meeting of the Coalition.
